Description

3034 Newark Street, N.W. was built in 1903 and is a contributing structure in the Cleveland Park Historic District and has an easement with the L’enfant Trust. The project was originally presented to the Cleveland Park Historical Society Architectural Review Committee (ARC) in September, 2025. The proposal included restorative work on the windows, the front porch and the wood trim. It was also proposed to remove the existing aluminum siding to find the original siding underneath. In addition to this work, a new two-story side addition including a garage was proposed for the east side of the house. In September, the ARC stated that it appreciated the restoration of the original house but had concerns about the fact that the side addition was not subservient to the main house and the ARC was not supportive of the garage door at that location. The ARC had concerns about the blank wall on the east side of the house as well as the glazing in the rear of the house which would be visible from Macomb Street. In October, a revised plan was presented to the ARC in response to the previous concerns. The current proposal would set the top floor of the east side addition back two feet and add new windows on the first floor of the east side of the house. In addition, the amount of glazing in the rear would be reduced by reducing the size of certain windows and removing other windows. The roof massing would be modified and reduced in size. A seven-foot-wide balcony is proposed for the first-floor rear. No construction including a patio or a terrace or new fencing is planned for the ravine at the rear of the house. The ravine will be left as is and the owner will work with the neighbors on a lighting plan for the rear exterior.

ARC Recommendation

The ARC appreciates the homeowners’ response to the ARC comments and to the neighbors’ concerns particularly in regards to the ravine, which is itself a contributing feature of the Historic District. However, the ARC still has concerns about the size of the side addition and the massing of the roofs which seem to collide particularly on the north east corner. The addition should be more subservient to the original house and should be further set back from the front façade of the original house by an additional two to three feet, particularly at the second level. The use of a hyphen or other feature should be considered. This would also help to highlight the turret which needs more breathing room particularly at the roof line. A 3-D model, which the ARC would like to review, will aid in evaluating the roofing plan.
