Report of the Architectural Review Committee (ARC)

3518 Newark Street, N.W.

Originally built in 1912, 3518 Newark Street was substantially modified in the 1970’s with additions to both the front and rear of the house. The current proposal includes removing the 1970 additions, restoring the front façade, and recreating the original front porch. New wood windows including windows with diamond shaped panes will replace the existing windows in the front. In the rear, the proposed three-story addition is deferential to the original house as it steps back from the original house and materials will include wood sliding, a slate roof and painted wood windows. The footprint of the house, after the removal of the previous additions, will increase by 543 square feet.
The ARC appreciates the effort to restore the front façade of the house and encourages additional research on the 1912 façade in order to more fully replicate the original details. The ARC also finds that the new dormers on the west and south sides of the addition with the larger glass openings are out of scale relative to the rest of the proposed addition.

3521 35th Street was bult in 1935 and is a contributing structure to the Cleveland Park Historic District. The proposal includes side, rear and roof additions in order to create a two-unit building. The proposed additions will increase the footprint of the house by 294 square feet with the additions extending 9 feet on the north side and 10 feet in the rear, east side of the house. The roof line will be raised in order to create additional space on the third floor. Materials include hardiplank siding, wood framed windows and a stucco base. The rear deck will be rebuilt, and a third-floor deck will be added in the rear.
The design of the roof has evolved, and several versions were forwarded to the ARC. The ARC reviewed the proposal presented via zoom at the ARC meeting held on December 9, 2024. The ARC understands the challenges presented in designing a roof to accommodate increased living space on the third floor and appreciates the presenter’s discussion of the issue. The ARC suggests considering moving the raised roof further to the rear so that it is behind the chimney and not in the site line from the street. The ARC also recommends that the basement windows align with the windows above, that the water table of the new addition align with the original house and that a parapet wall, rather than a railing, be considered in the rear.
As the roof design will be reconsidered, the ARC cannot support the proposal as presented and would like to review the redesigned project again.
