3403 Lowell Street, N.W. was built in 1916. The proposal for this house includes a two-story side addition facing the street and extending along the east side of the house. This addition would be set back from the front façade of the house by three feet and be five feet wide and have a depth of approximately 19 feet. The material for this addition would be stucco. Many of the windows in the house would be replaced with double-hung windows for the most part. The existing rear addition would be re-clad. The driveway would be widen to 11 feet and new exterior stairs and retaining wall would be constructed. A deck would be added to the first floor rear and a new terrace with glass railing would be added above the second floor with access from the attic level.
The ARC has no objection to the general concept. However, the ARC recommends that the proposed addition have greater articulation. The addition of front–facing windows in the proposed addition should be considered on both the first and second floor. Also, a material other than glass should be considered for the upper level terrace should be considered.
