3617 Newark Street was built in 1988 and is not a contributing structure to the historic district. The proposal includes the construction of a roof turret on the southeast corner of the house which faces the street. The materials of the proposed turret would match the siding and roofing materials of the existing house.
The ARC thinks that the proposal would benefit from a greater attention to design details. Consideration should be given to perhaps using vertical, rather than horizontal windows. The proportions of the tower should also be revisited and a slightly taller tower should be explored if it would not impact the neighbors in order to allow for a redesign of the windows and the inclusion of additional details.
The ARC has no objection to the concept but would like to see this project again in more detail including side views of the proposal.
